Was Mandarin always the language communicated for administrative purposes?

Or it differed due to different dynasties that ruled China from time to time? Also clarify me if Mandarin was one of the ancient Chinese dialects OR Was it influenced by Manchu people or Is it one of Manchurian dialects?

In America in Mandarin Chinese class will you still be correct if you speak Chinese with a "country" dialect?

When talking about my friend and me doing something, do I say "wo he wo pengyou" or "wo he wo de pengyou"? Basically, do I use the posessive de in this situation?
