Do you think it's too late if I start to learn how to speak Mandarin when I'm 16 years old?

Ok, Next year I want to continue my study in Taiwan…
It’s possible if I can learn how to speak Mandarin clearly in only 1 year??
Or it’s alright if I postpone continue my study in university for 1 or 2 years??
