Was Mandarin always the language communicated for administrative purposes?

Or it differed due to different dynasties that ruled China from time to time?

Also clarify me if Mandarin was one of the ancient Chinese dialects OR
Was it influenced by Manchu people or Is it one of Manchurian dialects?
