Is Rosetta Stone good to learn to speak fluently? Does it teach grammar as well?

I would like to learn Arabic, Mandarin, or Farsi. If money is not a problem, is this a good method of quickly learning a new foreign language? I have read great reviews on the site but not so good as well as good reviews from other sites. Thanks so much and God bless you!
