Do teenager in Taiwan speak English a lot?

I’m learning Mandarin right now bt i cant even hold a conversation yet,so i was hoping in taipei or taiwan most teenager speak english ;]
and i’m about to go aboard its easy to make friend over there ?
Or is Hong kong Better?
