You can find some free learning websites, do not need to pay anything. There are a lot
https://www.hellomandarin.net

They are all free and useful.
Hmmm….well if you’re parents are native speakers then that’s a free class every day. Will you be going to school/international school in Taipei? Speaking Mandarin is much easier than reading or writing and in Taiwan, tradition characters are used which makes it even harder. Luckily, the Mandarin spoken in Taiwan is the most standard you’ll find and they have very clear pronunciation. I’d try and find a book/cd combination from somewhere like amazon so you can pick up vocab and hear how it sounds. What timescale do you have? Email me if you need more advice!
1. pick up a simple phrase book like lonely planet’s. pick up a few basic like no, colours, quantity, ask questions, introduce yourself etc
2. when you meet a taiwanese, be faceless, use as much as what you know, and people will correct you, make a few jokes, build up your confidence
3. watch more TVs, get the hang of it (intonation), occassionally you will catch some expressions like ‘wa, hao bang o’ (wow, so great!), then you learn automatically with the context on the TV how to use it, if you don’t catch it, ask a local friend later or your family
4. don’t waste money on classes, just go to local places, talk to aunts, uncles, shop keepers, people in pub, park, everywhere
be motivated, persistent, brave!
