My major in college is international relations, and its recommended that I learn at least mandarin or arabic if i want to have a government job one day. does anyone know of any inexpensive computer programs that have worked for them? ( BESIDES ROSETTA STONE)

ZDT (https://zdt.sourceforge.net/) works very well for memorizing Chinese vocabulary and characters. I use it myself and it got me to intermediate level so far. It’s basically a digital flashcard program. For Arabic Anki (https://ichi2.net/anki/) might work. Flashcard databases are available for any language and can be plugged into these programs without much work.
It’s not a wholesale solution, but it saves tons of time memorizing the vocabulary, time which you can use more effectively for grammar practice and oral practice. And it’s totally free.
You can check this site for Arabic

glad to see that you yourself won’t consider Rosetta Stone. You saved me the effort.
But, learning these complicated languages using only software (especially inexpensive) will not get you to a level where government or business will hire you. It takes YEARS of work (classroom or by a tutor) to gain even a 1+ (a government rating). You’d probably need at least a 3 (on the ILR scale) to have anyone notice you.
But don’t let me discourage you. I’m just trying to realistic.
Rosetta stone utilizes innovative computer software to teach a variety of languages and would be a good place to start. An alternative to software programmes are online schools which teach students through communication platforms such as Skype.
